Project Care Funds are for Culberson and Hudspeth counties. El Paso Electric supplies funds in the form of contributions from El Paso Electric customers. El Paso Electric provides funds to relieve some of the financial burden of high energy bills. BBCAC administers these programs on behalf of the private utility companies.
