The Comprehensive Energy Assistance Program (CEAP) is a utility assistance program designed to help clients achieve energy self-sufficiency by encouraging consumers to control energy costs. The program provides utility payments on behalf of the clients and also addresses the underlying contributing causes of energy induced hardships. CEAP is funded through the Low-Income Home Energy Assistance Program (LIHEAP), which originates in the U.S. Department of Health and Human Services (HHS), is administered by TDHCA and implemented by local subcontractors with the majority being Community Action Agencies.
